To be included into the agenda of the Ukrainian Ministry of Natural Environment Protection the following documents should be filed for registration before February 25 of the current year:

- a request to include pesticide preparation into the agenda of the Ukrainian Ministry of Environmental Protection for registration,
- information on the pesticide preparation (file),
- Material Safety Data Sheet (MSDS) on the pesticide preparation from a manufacturer,
- Certificate of Analysis (COA) on the pesticide preparation and on the active ingredient from a manufacturer,
- a methodology of identification of the active ingredient in the preparation in accordance with the CIPAC methodology,
- a request for permission of experimental party importation.

At the same time a request for testing of the pesticide preparation is filed to the institutions that prepare toxicity and hygiene assessment as well as bioassay. The assessment is carried out during 1-2 vegetation periods, but may be limited to 1 vegetation period if pesticide preparation contains the active ingredient, which is the part of well-known in Ukraine pesticide preparation.

According to the state research program of the Ukrainian Ministry of Environmental Protection and to the scientific research schedule of the institutions the Ukrainian Ministry of Environmental Protection by approbation with the Ukrainian Ministry of Health Protection issues permission of experimental sample importation. After importation of experimental samples the corresponding institutions make assessment of the pesticide preparation.

According to the results of the above-mentioned assessments provided that the fee for the registration of a 2-year term is paid the Ukrainian Ministry of Environmental Protection issues the Certificate on the 2-year registration.

The experimental registration stipulates that there is one additional year for a further assessment, as a result of which can be carried out state registration of pesticide preparation for 10 years.


10-year registration

The following documents should be filed to the Ukrainian Ministry of Environmental Protection:

- a request for state registration,
- information on the pesticide preparation (file),
- Material Safety Data Sheet (MSDS) on the pesticide preparation from a manufacturer,
- Certificate of Analysis (COA) on the pesticide preparation and on the active ingredient from a manufacturer,
- a methodology of identification of the active ingredient in the preparation in accordance with the CIPAC methodology,
- a report on the results of the researches,
- a methodology of the identification of the residual amounts of the pesticide preparation in agricultural products, in the air, in the water and in the ground,
- a methodology of the determination of the correspondence of the pesticide preparation with the Certificate of Analysis (COA),
- sample labels and instructions of safe use of the preparation.

Upon the payment of the official fee for examination on the session of the registration board a decision about registration is taken.

After the payment of the registration fee the 10-year Registration Certificate is issued. The certified pesticide preparation is registered in the Official Register.

In accordance with the Decree of the Cabinet of Ministers of Ukraine No. 800 of 07.06.2006, the procedure of state registration and extension of registration of pesticides and agricultural chemicals includes the requirement to provide information on the patent protection rights for the active substance.

Practically it means that for state registration or extension of registration of agricultural chemicals or pesticides, a company must provide either a copy of their valid Ukrainian patent or the corresponding patent license for the active ingredient or the patent search report, issued by an authorized agent, proving that there is no patent protection on the territory of Ukraine.
